**Context**

A public-sector organisation responsible for coordinating emergency response relied on a long-standing platform to manage response activities across multiple agencies. While critical to operations, the platform had become constrained by ageing architecture, limited functionality, and increasing support overhead.

**Challenge**

The uplift was undertaken in a high-risk, high-visibility environment:

- The platform directly supported real-time emergency response and coordination
- The existing implementation had known functional, usability, and reliability limitations
- The system had been configured centrally, despite being relied on across multiple agencies during major events
- Transition required moving from on-premise infrastructure to a cloud-based platform, with associated security and integration considerations
- Data migration was uncertain, with partial feasibility and the need for fallback options
- Users were operationally dependent on the system, yet confidence and readiness varied across agencies, reflecting a platform configured with little of their input
- Delivery was subject to formal assurance review and governance scrutiny prior to go-live

**Approach**

Adeptus led the uplift with a focus on controlled delivery, risk reduction, and operational readiness. This required:

- Ensuring the platform reflected end-to-end response requirements across all participating organisations
- Managing data migration pragmatically, including contingency approaches where required
- Leading extensive user engagement, training, and validation activities
- Coordinating technical, operational, and governance readiness for go-live
- Responding to independent assurance findings, closing out risks across documentation, readiness, and communication ahead of go-live

The measure of success was a system trusted, adopted and operationally viable across all agencies from day one.

**Outcomes**

- Called on to support real emergency events soon after go-live, proving operational readiness under live conditions
- Achieved production go-live approval with all critical readiness criteria met
- Transitioned to a modern, cloud-based platform
- Shifted from a centrally configured system to a collaboratively designed, multi-agency capability
