Context
A public-sector organisation responsible for coordinating emergency response relied on a long-standing platform to manage response activities across multiple agencies. While critical to operations, the platform had become constrained by ageing architecture, limited functionality, and increasing support overhead.
Challenge
The uplift was undertaken in a high-risk, high-visibility environment:
- The platform directly supported real-time emergency response and coordination
- The existing implementation had known functional, usability, and reliability limitations
- The system had been configured centrally, despite being relied on across multiple agencies during major events

Approach
